  9.     C - Extract and submit a batch file from a C program.

  12.     C  [name]

  14. FUNCTION: 
  15.     This opens the file name.C.  It extracts lines 
  16.     beginning with % and constructs a "submit" file on the A: disk It 
  17.     is used to submit c compiles.  It remenbers the last name in a 
  18.     file ENAME.$$$.  If called without the name, it will use the 
  19.     saved name.
